MANAGEMENT
Service support overview
A project does not succeed simply because the plan and structure are in place. In large-scale, multi-vendor environments,
once schedule delays or quality risk surface, the options for addressing them are already limited.
We support you with two complementary strengths: the ability to evaluate a project objectively from a third-party perspective and surface risk ahead of time,
and the drive to get into the field, mobilize stakeholders, and keep the project moving steadily forward.
Rather than a "reactive" PMO that responds only after problems occur, we practice proactive, "foresight-driven" management that anticipates the future and offers guidance,
carrying the project through to completion and staying alongside you until you are able to run it yourselves.
External assessment strength
(Third-party assessment)
Objective risk evaluation and issue structuring /
Foresight and guidance for what's ahead
Internal execution strength
(PM/PMO delivery)
Progress, issue, and risk management /
Stakeholder alignment and decision-making support
Where both strengths converge = anticipating and surfacing risk, then moving the project steadily forward
Foresight-Driven PMO
Proactive Management
We go beyond tracking performance and reporting results. Consultants with deep domain expertise stay a step ahead at all times, anticipating latent risk, suggesting countermeasures, and proactively supporting the project's progress.
Judgment grounded in systematic evaluation
Using our own perspective built on the PMBOK and CMMI maturity models, we objectively evaluate projects from a QCD standpoint. Rather than relying on individual intuition, we support decision-making grounded in evidence.
Implementation in partnership with specialist teams
When phases require implementation—modernization, cloud, AI, or security—we work together with our technical teams to provide seamless support from management through execution.
Objective evaluation × on-the-ground delivery
= Anticipating risk
and moving steadily forward
Areas we support
Whether a project succeeds or fails hinges on how well risk is managed ahead of time, in every phase from initiation through closure.
We support you with a consistent methodology spanning third-party assessment, day-to-day delivery, and building your own operating capability.
Depending on your situation, we flexibly combine the following six areas at the depth you need.
-
Project Assessment / Third-Party Evaluation
— Surfacing risk objectively and comprehensively
We objectively evaluate a project's condition from a third-party perspective in two stages: quantitative information from documentation and qualitative information from stakeholder interviews. We comprehensively surface risk from a QCD standpoint, structure the relationships among key issues, and deliver concrete improvement recommendations.
- Quantitative assessment through review of deliverables such as project plans and WBS
- Qualitative assessment through interviews with PM/PMO staff, team leads, and members
- Delivery of a project evaluation summary and concrete recommendations for addressing risk
-
Project Initiation and Planning Support
— The initial design determines whether a project succeeds
We verify and evaluate a project's difficulty and risk at the outset and design an achievable plan. By clarifying the overall plan, milestones, structure, and roles—and building in non-negotiable checkpoints and contingency plans—we establish a foundation that holds up under pressure.
- Development of the project plan, master plan, and WBS
- Design of the delivery structure and role assignments, and introduction of a management scheme
- Formulation of a realistic plan that builds in risk buffers and budget
-
PM/PMO Delivery (Progress, Issue, and Risk Management)
— Staying ahead so the project never stalls
We embed ourselves in day-to-day project operations, centrally managing progress, issues, and risk. Going beyond reporting on results, we take a "foresight-driven" approach—detecting critical-path slippage and cascading delay risk ahead of time and presenting countermeasures before problems surface.
- Operation and control of progress tracking, issue registers, and risk registers
- Scope and change management, vendor (procurement) management, and communication management
- Anticipation of and early response to critical-path and cascading delay risk
-
Quality Management and QCD Monitoring
— Building in quality upstream, verifying it downstream
Many system issues originate in upstream requirements definition. Based on the V-model approach, we establish processes that build quality in during upstream phases and quantitatively analyze quality during testing. We objectively evaluate the completeness of exit criteria and the standards used for go/no-go migration decisions.
- Building a quality analysis and reporting scheme, and analyzing quality at each test phase
- Validity assessment of test completion criteria, phase completion reporting, and service go-live decisions
- Review of performance and stability risk, and of failover and recovery scenarios
-
Project Governance and Decision-Making Support
— Supporting management's decisions with precision
We make steering committees and other governance bodies function effectively, organizing the decision-making process and escalation flow. We provide management with foresight-based guidance and maintain ongoing external monitoring to keep checks and balances working.
- Operation of steering committees and regular meetings, and preparation of executive reporting materials
- Design and operation of the decision-making process and escalation routes
- Making governance effective in coordination with the second and third lines of defense (risk management and audit)
-
Standardization and Talent Development for Self-Sufficiency
— Handing off a state your team can run on its own
Our goal is project operations that keep running even after our engagement ends. We standardize project management processes and rules, formalizing them into management regulations and standards. Through on-the-job training, we develop project managers and build a self-sufficient operating structure.
- Development of project management regulations and standards
- Formalization of project scale/difficulty check criteria and risk scoring
- Project manager development and knowledge transfer through on-the-job and off-the-job training
These six areas are not sequential steps to follow in order.
You can start with a pre-launch third-party assessment, or with PMO delivery on a project already underway.
We determine the starting point based on your situation and flexibly reconfigure our approach to match the project's phase.
Methodology and Evaluation Framework
Combining established methodology with our own insight—rather than relying on individual, experience-based rules of thumb—is the premise for objective, repeatable management.
Dirbato builds on globally standard frameworks and incorporates perspectives cultivated in financial services and large-scale core system environments.
Framework
PMBOK 6th Edition
We systematically manage knowledge areas—risk, quality, cost, schedule, scope, procurement, stakeholders, and more—by process group: initiating, planning, executing, and closing.
Maturity
CMMI 5-Level Evaluation
We quantitatively evaluate project management capability across five maturity levels. Using the level at which defined tasks are actually being executed as the benchmark, we objectively surface where management is lacking or excessive.
Q C D
QCD × Process-Stage Evaluation
We evaluate quality, cost, and delivery at each process stage, from requirements definition through testing and migration. Results are presented as a heat map and compared against external benchmarks.
V-Model
V-Model × Our Own Evaluation Perspective
Based on the V-model approach, which emphasizes building quality in during upstream phases, we evaluate risk from a perspective refined through large-scale system development.
Planning, Schedule, and Progress
We evaluate the validity of the phased migration plan, milestones, critical-path and cascading delay risk that tends to slip, and migration go/no-go criteria.
Quality, Resources, and Structure
We evaluate the completeness of test completion criteria, recovery scenarios, staffing plans and skill sets, and the adequacy of the management structure for outsourcing partners.
Governance and Change Management
We evaluate the effectiveness of the steering committee, the decision-making process, and organizational readiness and the development of ownership among stakeholders.
Sample Deliverables
We structure assessment results so that executives and front-line teams share the same understanding.
Each deliverable clarifies "what, why, and how" and includes the guidance needed to inform the next move.
Project Evaluation Summary
An executive-level summary that gives an overview of the project's condition and key risks, organized so the full picture can be grasped at a glance.
Overall Evaluation by QCD
From a quality, cost, and delivery standpoint, we visualize assessment items against development stages in a heat map, making strengths and weaknesses objective.
Relationships Among Key Issues
Rather than simply listing individual problems, we dig down to root causes (process, people, organization, IT, and culture) and structure the chain of issues.
Concrete Recommendations for Risk
For the issues identified, we present practical solutions grounded in extensive PM/PMO experience—going beyond evaluation to inform the next move.
Our Approach
Not reacting after problems occur—
staying ahead, and moving forward together
There is no single correct formula for large-scale projects. That is why Dirbato supports you with a proactive stance that anticipates risk and offers guidance, and
a co-creative, hands-on partnership that gets into the field and carries things through to self-sufficiency—taking responsibility for seeing the project through to completion.
Proactivity
Foresight-Driven
Address risk before it happens.
Anticipating Risk Ahead of Time
Rather than waiting for problems to surface, we forecast latent risk and present countermeasures.
Objective Evaluation Grounded in Methodology
Based on PMBOK, CMMI, and QCD, we manage from evidence rather than intuition.
Making Governance Effective
We enhance the effectiveness of governance operations and decision-making from a third-party perspective.

Dirbato’s strengths and differentiation
We do not stop at tracking performance and reporting results. We surface risk ahead of time, mobilize the field, and carry the project through to completion.
And we support you consistently, in a co-creative, hands-on partnership, until you are able to run it yourselves.
Extensive PM/PMO Track Record in Large-Scale Core and Banking Systems
We have served as PM/PMO on numerous large-scale financial institution projects, including next-generation core banking system builds and infrastructure renewals. We bring the control to drive steady progress even across many stakeholders and multiple vendors.
Foresight-Driven, Proactive Delivery
Consultants with deep domain expertise stay a step ahead at all times. Rather than reactive support that responds only after problems surface, we anticipate the future, provide guidance for decision-making, and avoid risk before it materializes.
Systematic Assessment Methodology
Our strength is combining PMBOK, CMMI, and QCD with our own perspective refined in the field, allowing us to objectively evaluate risk based on evidence rather than individual intuition.
Co-Creative, Hands-On Support Through to Self-Sufficiency
We go beyond simply filling a headcount gap. Working together with you to grasp the essence of the issues, we build management standards and develop talent so that, even after our engagement ends, the project can be run autonomously.
